I had to redownload the app and before , I had bought the Share Videos thing, and now whenever I try to Share In iTunes or extract the audio, it says, "Error: Cannot make payments in your area!" Can you fix this?

How do I do this?  When I try either in the app or via the App Store I am unable to select the option to purchase again.  Any ideas of how I can do this or alternatively how to fix the app

Click the blue indicator on the right side of a downloaded video, select "Share in iTunes", if you haven't unlocked the feature, it will prompt you three options: "Unlock now", "Restore Previous Purchases" and  "Cancel". You want to select "Purchase Previous Purchases".

I don't get this option.  The only options available are Remove, share in iTunes, save to album, extract audio, email video file, share video link and edit video.  I don't have any option to buy and the share in iTunes an error message 'can not make payments in your area! '. I tried to purchase in app, however if select either purchase  I can't as options do not light up.  

Nowhere on app can I find a blue button.

Please help me resolve this.  I have removed app and re-added it, however, it made no difference.  My other machines are ok, however, my iPhone 5s is the one that doesn't work since last update.
