Can't share videos with iTunes

I had to restore iphone due to freezing when updating. Fixed that but after downloading a video I can't share with iTunes (which I paid for previously). The message that comes up is 'Error - Can not make payments in your area'. Please help!!

Also, too many ads, bought previously, however has disappeared and won't let me use it again.  Every single time I press stop or pause and exit a video, a 30 second video plays.  Can anything be done to fix this? I tried to repay it, however, the same message as above comes up.  Any advice would be much appreciated.
