Paid but error message coming up?

I keep getting an error message saying "payment cannot be made in your area?" that's not true as I have already been deducted from my account to use the sharing option in this app? I would like to save the songs to my iTunes or album, and have paid the money? Thanks

I don't know why, I think it is a issue of AppStore, I suggest you use WIFI connection instead and try purchase again later
